Criminal Justice Specialist

Emelia Knox (retired) is a former New York City Department of Corrections Captain with extended experience as
a New York City Department of Correction (NYCDOC) Academy instructor and as an investigator. For many years
as an officer, she taught at the NYCDOC Academy in areas of human rights, classification of inmates, rape and
sexual abuse preventions until her promotion to the rank of Captain. Upon completion of her training as a new
Captain she was assigned to Rikers Island, a maximum-security complex, as her original allocation of assignment
and later was called back to the academy as an instructor.

 

EMELIA KNOX is a retired New York City Department of Correction Captain whose specialty is two-
fold, training / training the trainer and auditing. She has received certification from the Correctional
Trainer Certification Commission (CTCC), the International Association of Correctional Training
Personnel (IACTP), and the American Jail Association (AJA). Certification is one part of the
credentialing process. Trainers who become certified are distinguished as individuals who have reached
one of the highest levels of achievement in their field. Captain Knox has taught over 8000 new recruits,
Uniformed and Civilian Correctional Staff during her tenure at NYC DOC Training Academy. She was
also responsible for training front-line supervisors and managers, Captains, Assistant Deputy Wardens,
Deputy Wardens and Wardens. Ms Knox worked in the State Commission of Correction, Office of
Correction Compliance and the chairperson for Law and Compliance Department.
Upon retiring from the NYCDOC, Ms. Knox went on to work for The New York State Commission of
Correction as a State Correctional Facility Specialist, The New York State Office of Compliance
Consultants and the United States Department of Justice as a Prison Rape Elimination Act (PREA)
auditor which was signed into federal law in September 2014. The creation of the Agency is to provide
information, resources, recommendations and funding to protect inmates from prison rape. PREA seeks to
establish a zero-tolerance policy regarding rape, sexual abusive behavior and sexual harassment in
federal, state and local correctional systems: prisons, jails, police lock-ups and other confinement
facilities for adults and juveniles. PREA also mandated the publication of standards to ensure compliance
and to improve prevention, detection, and response strategies in addressing rape, sexual abusive behavior
and sexual harassment.
